パキスタンの人権状況に関する共同声明

私たち（末尾の署名連記者）は、アジア太平洋諸国の市民であり、同地域のグリーンズのメンバーである。
私たちは、パキスタンにおける、過日の非常事態宣言実施の結果起きている、不安定な状況の増大という
重大な懸念すべき状況に対し、憂慮の念をもって注視している。
独立系メディアが報道を禁止され、非暴力的な緑の活動家、人権擁護運動家、市民運動団体のメンバー
ならびに政治運動のリーダーたちが拘束されたというニュースに対してである。
私たちが憂慮している問題は、１１月２０日の告示で、選挙投票日が２００８年１月８日と定められた際に、
選挙候補者の登録期限が１１月２６日とされたことである。さらにパキスタンの選挙管理委員会の中立性に
対する深刻な疑念が存在する。これらの状況下で、自由で平等な選挙が施行される可能性が存在しない
からである。
私たちは、以下のことを要求する：
１．ただしに非常事態宣言を解除し、非暴力的な活動家や法曹関係者らを拘禁から解放すること
２．司法体制の回復を図ること
３．独立系メディアへのアクセスを可能にすること
４．人権擁護のための、あらゆる必要措置を講ずること
５．パキスタンにおける自由で平等な選挙の実現を通じて、真の民主主義体制への移行を可能にすること
６．野党候補者全員が拘禁から解放されるまで、選挙候補者の登録期限を延長すること
７．選挙を統括する完全に中立の選挙管理委員会を約束すること
８．選挙戦の全期間中、中立の立場の海外選挙監視団による無制限の立入りができるようにすること

Joint Statement on Human Rights in
We the undersigned are citizens of
We note with alarm the grave dangers of increasing instability in
of Martial Law. Independent media have been banned and non-violent Green
Activists, Human Rights Defenders,
civil society members and political leaders were arrested.
We note with concern that the announcement of an election to be held on
giving only until 26 November for nominations for candidature. Further, there
is serious doubt regarding the
independence of the Pakistan Election Commission. Under these circumstances
there is no possibility of free and
fair elections.
We call for:
1. The immediate cessation of Emergency Rule and release from detention of all
non-violent protestors and members
of the legal profession.
2. Restoration of the judiciary.
3. Access by independent media.
4. All steps necessary for protection of human rights.
5. Free and fair election in
6. Extension of time for candidates to nominate for election, until all
opposition candidates have been released
from detention and have had time to nominate.
7. Appointment of a fully independent Election Commission to conduct the
election.
8. Access to an unlimited array of independent international observers for the
entirety of the election campaign.
